The Kithinu Multipurpose Dam, valued at USD 102.5 million, is a public–private partnership (PPP) initiative implemented by the National Irrigation Authority and the Tana Water Works Development Agency in Meru County. The project is designed to provide a sustainable water supply of 54,000 m³/day for the irrigation of 8,750 acres (part of a broader 50,000-acre target area) and to deliver treated domestic water of 25,000 m³/day to approximately 66,500 people across the Imenti South, Tharaka South, and Tharaka North sub-counties. The dam also has the potential to generate 1 MW of hydropower to support the water treatment plant, agro-processing facilities, and nearby households.

The project’s primary objective is to reduce dependence on rain-fed agriculture and enhance food security and household incomes in regions affected by climate-induced drought. From a financial perspective, the project requires USD 71.75 million in debt financing with a 14-year repayment period. Construction is expected to take three years, followed by a 25-year operational phase.
